To answer your question:
it's long story, but it has to do with DC Direct's Covergirls of the DC Universe statue line. In a nutshell, the whole line is based on Adam Hughe's art. Adam submits an original art piece and DCD bases the statue on that piece of art. For the latest piece DCD decided to forgo Adam's submitted art and instead literally googled "Adam Hughes - Batgirl" and found a convention sketch done as private commission from years ago and based the statue on that.
