Or prop replicas of the puppets! I'd kill for a Kim Jong Il puppet... You know Medicom once had the licensing for this movie. They made Kubricks that were included in the overseas DVD box set:

Every time I think of Joe yelling into his radio "I've got 5 terrorsist heading South on Bacalacadaca Street" I still chuckle and want the figures to set that scene up! Including Gary in valmorphinized terrorist face! That figure would need to be the first in my opinion!
