Have you checked if the female NYPD cap fits male figures? I bought some but have not received them from China yet. I will update if they fit if I receive them soon. They are selling for around $9 shipped Buy It Now on ebay. You can search "American Police Woman Octagonal Cap Hat Cloth For 1/6 Female Body Head Model Toy" in the action figure category.
