I know imperial troops have always been way more popular but I'd love to see some rebels. I think hoth troops would look great with their backpacks and goggles etc. I think the main problem is that they would need multiple headsculpts for people to buy multiple troops (so they don't all look the same)

Well Rogue One features rebel troops, so I'd imagine hot toys will eventually release one.

Hoth troops would be amazing but people do seem to give the Imperials more love. Look at what troops Sideshow did in their day - 80% armored, mostly Imperials or guys who look like Imperials (I get confused about who the bad guys are in the prequels.)
 
I do understand the love for imperials. They are my favourite too. Just realised I have no rebel soldiers and I would really like some.
