Sounds like it might be right, I guess sometimes it's literally just a software upgrade & a lick of paint that's needed.
 
I wonder if one of the upgrades during the course of the movie is that Stark twists it so that he uses any possible connections Ultron has with the Iron Man armor against him... could be a two way street, but I guess that's maybe too predictable for them to use.
