Is this better news for buyers and sellers?
will it work on long preorders since it works now after item has arrived and not payment date?
Also A shorter time for buyers to change their mind and try and send the item back?

We're writing to let you know that the eBay.co.uk User Agreement and eBay Privacy Policy have been updated to support policy and other changes. The updated Agreement is effective immediately for new members, and on 17 February 2014, for current members.

Here is a summary of the main changes:

• We've updated the wording and format of our User Agreement, Privacy Policy and eBay Money Back Guarantee policy to make them more transparent and easier to understand.
• We've made further changes to the Returns section of the User Agreement and eBay Money Back Guarantee policy to explain that later in 2014 we will be requiring certain categories of sellers to use the eBay returns process to manage their returns on eBay, and where we will protect buyers if sellers fail to fulfil their specified returns policy during the managed returns process.
• We've made further changes regarding the Privacy Policy (which will be called the User Privacy Notice going forward) as summarised below (please see the eBay User Privacy Notice for the full details):

• We've organised the information we collect into four categories to make our existing collection practices more transparent and easier to understand.

• We've added a detailed description of our practices regarding mobile applications and devices to provide a transparent disclosure to the growing number of users that are accessing our services through mobile devices.

• We've added a new section that provides detailed information on how users can choose what communications they receive, and whether they want to see personalised ads.

• We've created a specific section about our global privacy standards where users can learn more about the privacy practices of our corporate family and request information from us.
• We've made further changes regarding the eBay Money Back Guarantee as summarised below (please see the eBay Money Back Guarantee policy for the full details):

• The timeline for opening an eBay Money Back Guarantee case will change from 45 days from payment date to no later than 30 days after actual (or latest estimated) delivery date. This timeline change will give all buyers, domestic and international, the same amount of time after actually receiving or expecting to receive their item, to get protection for their purchase with the eBay Money Back Guarantee.

• The timeline for buyers and sellers to appeal an eBay Money Back Guarantee case from the day it is closed will change from 45 days, to 30 days.

As with earlier updates, other changes have been made to keep the User Agreement up to date with the products and services we provide.
