Spatter the stubble colour on with a mix of dark blue and black. Use a stiff brush cut down and thinned paint. Depending on how hard you pull back on the bristles, will give different sized spatter.
 
I paint my Head Sculpts up and add the stubble last and gradually darken it with each coat until you get the desired look. Mixing a skin tone colour and slowly adding more and more either grey, brown or black depending on what colour it is! :)





 
I drybrush the stubble. Then, once I have the "thickness" I want I use a very thin brush dipped in watered down paint to add individual dots here and there.
