Removing fake snow from figure

Doing a 1/6 Luke Skywalker in Hoth gear figure. I'm using the Hasbro clothes (which are nice) but it has Hasbros version of "fake snow" already on it. Looks more like he walked under a ladder while dudes where painting. Anyways... From what I can tell its just some form of white paint dribbled on. It looks horrible and I would like to remove it.

Any tips? Anyone faced this before?

I've tried:
Soap and water = Nadda
Paint thinner on the plastic boots = Combined with a lot of scraping this kind of worked but doubt it would work on the fabric.

I have acetone, but I'm unsure about using it. I don't want to destroy anything.

 
Try the acetone on a cotton tip. It may bleed into the surrounding cloth. Worst cases is you have to re-dye it.
